Is OGG better than MP3?

At the same bitrate, yes. Opus in OGG sounds cleaner and loops without a gap. It plays in fewer old devices, which is why MP3 is still common.

What bitrate should I use?

96 to 128 kbps for most uses. Above 160 kbps the difference from the MP3 is gone.

Will it play on my phone?

Every current browser and Android plays OGG. Apple apps are the exception; for those use M4A.
